The province of Iloilo is adding another feather to its cap as it was hailed champion at the Digital Governance Awards 2022 Business Empowerment (G2B) Provincial Level category given by the Department of Information and Communication Technology.
Information Communication Technology Management Office (ICTMO) chief Salvacion Sibonga received the award during the awarding ceremony on March 30, 2023, at the National Museum of Natural History.
The province’s entry is the Provincial Government Environment and Natural Resources Office Permit Tracking System (PGENRO-PTS) which was developed by the ICTMO.
The PGENRO-PTS is a document management, tracking, and archiving system that allows users to upload, track, search, and retrieve their application for quarry permits.
It covers the efficient processing and tracking of application and renewal of small-scale mining permits (SSMP) on the following categories: for quarry permit-ordinary earth, limestone, basalt; company or corporation; commercial sand and gravel permit (CSAG); and industrial sand and gravel permit (ISAG).
The system has led to a faster and more efficient evaluation and approval of quarry permits. The processing time from application to approval only took five to eleven days. Before the system was implemented, processing time took more than three months to be completed.
A dashboard is provided by the system to track the status of each major application process. The system also sends notifications to prompt approving officers of the timeline allotted for the said transaction in compliance with the Citizen’s Charter of PGENRO.
It was deployed for use by the PGENRO on August 26, 2020. The hands-on training was conducted for the processors in charge to handle the system.
Moreover, the PGENRO-PTS was designed for cloud computing technology ready for the future online transaction. It is capable of storage and retrieval of all pertinent documents needed in the application and renewal of permits.
Efficient updating of files in the database is readily available which spares clients from submitting voluminous documents repeatedly.
The PGENRO-PTS provides a graphical presentation and reporting summary for the completed permit transactions which serves as a tool for management analysis and decision-making.
The system is the province’s initiative of ensuring transparency and integrity while adhering to the Ease of Doing Business Act.
The province of Iloilo has received three consecutive Digital Governance Awards under the administration of Gov. Arthur Defensor Jr.
In 2020, Iloilo’s Reverse Isolation and Contract Tracing Application (RIsCTrAp) was awarded as a champion for the Best in COVID-19 Pandemic Response (G2P) Award, besting all provinces in the country.
The app, which is a brainchild of Governor Defensor, was designed to establish and maintain a database of residents, monitor their travel history, and control the entry and exit of persons to and from every barangay for efficient contract tracing.
In 2021, its entry Provincial Civil Defense Referral System (ProCID Cares) won second place.
It was designed to enhance the hospital referral system among the province's district hospitals.
