Iloilo prov'l gov't, Healthway Qualimed Hospital Iloilo launch P200M dialysis project

Accessible, affordable, and quality dialysis services will soon be available for the Ilonggos.

The Iloilo provincial government officially launched its public-private partnership with Healthway Qualimed Hospital Iloilo to deliver high-standard renal care closer to the community. 

Gov. Arthur Defensor Jr. led the launching of the Iloilo Province Dialysis Project today March 7, 2026 at the Iloilo Provincial Hospital in Pototan.

He was joined by Vice Gov. Nathalie Ann Debuque, Healthway Medical Network President and CEO Jet Peeters, Ayala Healthcare Holdings Inc. (AC Health) President and CEO Paolo Borromeo, Healthway Medical Network Group COO Dr. Cay Consunji, AC Health Chief Health Officer Dr. Beverly Lorraine Ho, Healthway Qualimed Hospital Iloilo COO Edith de Leon with Medical Director Dr. Venerio Gasatay Jr., and other key leaders from the Ayala Family.

Representatives from the Iloilo provincial government include Board Member Rolando Distura, Provincial Administrator Raul Banias, Provincial Legal Officer Atty. Dennis Ventilacion, Hospital Management Office Chief Atty. Yoko Marie Eguia, LEDIP Center Chief Aulynn Yue Sin, several chiefs of hospitals, and other distinguished guests.

Mr. Peeters shared that Healthway Medical Network is investing P200 million to build and operate 13 dialysis centers which will span to all 12 district hospitals and the Iloilo Provincial Hospital. 

“Today, we are united in one purpose - and that is advancing the health and well-being and overcoming the challenges faced by the people of Iloilo with chronic kidney deficiencies…Our collective goal is to improve the patients’ quality of life. At Healthway, our patients are at the heart of what we do. We look forward to bringing kidney care to every community in this province,” Peeters said.

The rollout will be executed in two phases, with the initial phase involving the establishment of seven centers, followed by the remaining six in the second phase.

In the province of Iloilo, there are 50,000 patients in need of renal care. The centers, once established, are seen to lessen the financial and logistics strain of dialysis patients who still have to travel to Iloilo City to seek treatment. 

‘WAY FORWARD’

Governor Defensor highlighted that this collaboration supports the provincial government’s thrust of developing the 13 province-run hospitals.

“We need our partners in the private sector because that is the only way we can address our limitations in budget and in processes. We are very thankful with this modality. Our PPP with the Ayala Family is a way forward as this is, hopefully, the beginning of many partnerships to come,” Defensor said.

Beyond renal care, Governor Defensor Jr. shared his vision for the province’s improved healthcare. He noted that the success of this dialysis project paves the way for potential collaboration with the private sector in specialized tertiary care, specifically targeting cancer treatment and cardiovascular health.

Today’s launch marks the realization of the PPP agreement signed on November 25, 2025 led by Governor Defensor and Mr. Borromeo, for a dialysis project aimed at bridging the gap in healthcare in the province of Iloilo.
