Only 19 community development projects funded under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) remain unfinished in Iloilo, with the provincial government committing to complete all of them before 2028 to ensure residents benefit from improved infrastructure and essential public services.
The commitment was reaffirmed by Provincial Administrator Raul Banias during the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) 2nd Quarter Full Council Meeting.
Banias reported Iloilo has already completed projects worth P154 million, leaving only 19 of the original 165 projects. Of the total, 69 were left incomplete in 2022, while five were not implemented.
According to Banias, the provincial government committed to finance the completion of the remaining projects using its own resources despite returning P196 million in unutilized Local Government Support Fund (LGSF)-NTF-ELCAC funds to the National Treasury.
ELCAC projects in Iloilo have largely focused on roads, water systems, electrification, school facilities, and other community infrastructure intended to improve access to basic services, stimulate local livelihoods, and support long-term peace and development in rural communities.
Also included in the report was the province’s two-day Inter-Agency Territorial Defense Simulation Exercise conducted with the Philippine Army, Philippine National Police, Office of Civil Defense, local government units, and other partner agencies aimed at reinforcing local disaster preparedness and inter-agency coordination.
Regional Prosecutor Gonzales also presented the first-semester accomplishments of member agencies, highlighting the implementation of the government's Whole-of-Nation Approach under Executive Order No. 70 through the coordinated efforts of national agencies, local governments, and security forces.
The update was among the highlights of the council meeting presided over by Department of Environment and Natural Resources Undersecretary Jonas Leones.
