Gov. Arthur Defensor Jr. officially launched his flagship program for peace, order, and resilience towards national development during the Provincial Peace and Order Council (PPOC) Special Meeting today, December 23, 2025 at Hotel del Rio, Iloilo City.
Executive Order No. 111 Series of 2025 institutes the Provincial Community Defense Action for MoRProGRes Iloilo (Kapayapaan, Kaayusan, at Katatagan Tungo sa Kaunlaran ng Bagong Pilipinas) also known as 4K for MoRProGRes.
4K for MoRProGRes is a system for an intensified, integrated, and collaborative community action in the defense of the general welfare of the public as well as the local government units against internal and external threats.
4K for MoRProGRes also adopts the Urgent Development Mode which will include a levelled-up implementation of programs and projects on peace, order and resilience as well as the funding prioritization of these projects in the annual and supplemental budget of the province.
It further involves the creation of the Provincial Community Defense Cluster which will determine and formulate policies, programs, and actions in the area of community defense.
The governor enjoined the members of the PPOC for their support towards the realization of a peaceful, resilient, and progressive Iloilo.
“EO 111 is an approach in the direction and the kind of governance that we want here in the province of Iloilo,” Defensor said.
In response, the Council passed a resolution adopting Executive Order No. 111 in support of the initiatives of the provincial government leading to peacebuilding, security, and sustainable development.
