Governor Arthur Defensor Jr. awarded a P15,000 cash incentive to Ilonggo board exam topnotcher Michael Bryan Barredo Gacer after placing fourth in the February 2026 Master Plumber Licensure Examination.
Gacer, a graduate of University of San Agustin with a Bachelor of Science in Architecture degree, obtained a rating of 86.20 percent in the examination.
The incentive was granted under Provincial Ordinance No. 2023-295, which provides cash rewards to Iloilo Province residents who place in the top ranks of licensure examinations.
Under the ordinance, topnotchers in the physician licensure and bar examinations receive P40,000 for Top 1 placers, P20,000 for those ranking Top 2 to 5, and P15,000 for Top 6 to 10 finishers.
For other Professional Regulation Commission and national licensure examinations, cash incentives amount to P20,000 for Top 1, P15,000 for Top 2 to 5, and P10,000 for Top 6 to 10 placers.
To qualify for the incentive, a topnotcher must be a resident of Iloilo Province for at least six months and an active registered voter.
