The Province of Iloilo continues its victory as the winner of the 2025 Energy Champions, Leaders, Achievers & Pioneers (E-Clap) Award by the Department of Energy- Visayas Field Office (DOE-VFO). In 2023, the IPG was recognized by the DOE with the EEE awards, followed by being the sole and pioneering winner of the 2024 DOE Sustainable Energy Awards (LGU category).
The 2025 E-CLAP Award recognized the Province’s 100% (42 municipalities, 1 component city, and IPG) compliance with the Local Energy Efficiency and Conservation Plan (LEECP) and has maintained high compliance ratings in energy spot-checks and audits.
Furthermore, Hon. Rolando “Rolly” B. Distura, was also recognized as a champion in renewable energy and energy efficiency & conservation, being the author of the landmark Provincial Ordinance known as the Iloilo Provincial Ordinance for Renewable Energy (I-PORE), the first ordinance in the country with an automatic appropriation of ½ of 1% of the annual provincial budget be allocated to renewable energy projects.
BM Distura received the awards last 10th of December 2025 at Quest Hotel, Archbishop Reyes Ave, Cebu City.
The province of Iloilo has been at the forefront of the implementation of the GEMP under RA 11285, also known as the Energy Efficiency and Conservation Act, through the Provincial Government Environment & Natural Resources Office- Energy Efficiency and Conservation Desk, headed by Atty. Cesar Emmanuelle P. Buyco, Jr., and Mr. Rey Victor P. Garin.
